Before the Second World War, the government of the USSR strongly punished anti-
Semitism. Yet, following the war, and the defeat of Hitler's racist and genocidal program, the USSR embarked on a campaign against "rootless cosmopolitans," a euphemism for Jews. The lecture explained how this development was rooted in the war experience and in the myriad ethnic conflicts in the USSR.
